RAX35 access control not working through genie app, nighthawk app or url

The subject says it all. Access control is not working when trying to pause internet connection on one device. Simple reason. The teenager is grounded again. I’m wanting to cease internet access to his phone only. I have tried the Netgear genie app, the nighthawk app and url device control.
