RAX35 cannot open telnet

Question

According to the toturial, I tried telnetenable.exe and python script .

All of them give me feedback that i might already open telnet (port 23) , but it didn't work .

I need burn the SKU and change region to AUS.

I have a RAX120 work with debug page ,but this one no.

This version doesn't have debug page, i need a technical solution work on it.

BTW, there no option for me to purchase product in mexico, but from USA.
