RAX45 rule creation

I wish to create a rule/policy to permit Spectrum TV streaming on devices.  When installing the Spectrum app, the VPN would not permit it to be turned off in order to complete the install.  I know how to block URLs such as adding them to a 'blacklist' to deny access but I do not see where I can add them to a 'whitelist' to permit access.

 

This is for RAX45 AX4300 with firmware v.1.0.2.64 with Windows 10 and IOS devices.

    Rules for what?

     

    The only controls available are for things like port forwarding.

     

    If you are talking abut a VPN, which one?
