RAX54 slow speed especially upload

Might actually be the modem. Swapping modems can cause connections (coax) to loosen or be bad. Have you hardwired directly into the modem to check the speeds on it?

- Turns out it was the modem. It needed to be redone on their end. But took like 3 calls to get it done.
