A couple things to check.
1. why do you have your 2.4ghz set to 54mbps? You won't hit fast speeds with 2.4ghz but its capable of more
2. You've got 1 of the 5ghz maxed at the 1200mbps supported but the other set to 2400mbps versus the 4800mbps it supports. Why?
3. Keep in mind, throughput for 5ghz tends to be 55-65% of what the link speed is. So if you're connected to the 1200mbps link speed one, you might see some faster 500+ speeds if you're close and if the device you're testing with supports those. So putting what link speed you're on is important too.

- I know I can configure it to a higher speed, but I thought maybe something in that network is taking bandwidth from the 5GHz, so I lowered the rate to be sure it's not that.
- This is the maximum bandwidth that I can configure in that network. The first 5GHz is 1200Mbps and the second 4803Mbps.
- I'm connected to the 1G link from the ISP. So yes, I expected to get more than 350Mbps - Especially because when I was connected to a 500Mbps link, I got 490Mmps download speed.
FYI - I cheeked the download speed two speed test sites:
