I have bought RAXE300 and RAXE500 from Hong Kong authorized dealer.
RAXE500 can change region code to other Asia Pacific countries, e.g. Japan, Korea, Hong Kong...etc
But the RAXE300 which I bought from Hong Kong with same distributor, it is LOCKED to Europe.
Talking of the European regulations only, I don't know if using an European LPI device in other regulations would allow higher power - however it's certainly in place on the European/UK device - regardless of the same channels availability.
From the interpretation of the European regulations, equipment operating in this frequency band are divided into two categories:
- Equipment of type "Low Power Indoor (LPI) WAS/RLAN" with a transmit power up to a maximum of 200 mW e.i.r.p. whose use is restricted exclusively to the interior of buildings (indoor). Caution: Use in vehicles is not permitted.
- Equipment of type "Very Low Power (VLP) WAS/RLAN" with a transmit power up to a maximum of 25 mW e.i.r.p., which can also be operated outside buildings, but whose use in drones is not permitted.
Said that, without having the bigger picture of HK or Korean regulations: I would think there was possibly a mishap distributing European/UK regulatory in HK. These might be legal in HK, but the e.i.r.p. and the reach might be limited. Talk to the HK distributor/reseller on this subject.

WiFi6E standard in UK and Hong Kong are same. I believe this is the reason why RAXE300 have a Netgear UK label at the bottom

I wonder if we are seeing a Brexit effect here?
My experience of Netgear devices is that those sold into Europe with the EUS model suffix are not region locked.
If it has UK, that is now outside the EU so they may have different setting

Who knows, probably these devices no longer need to match EU regulations, as it's an isolated island now. Not fully truth for Gibraltar. While not specific for the 6 GHz band, an interesting note on Wikipedia ref https://en.wikipedia.org/wiki/List_of_WLAN_channels#United_Kingdom_2 .
United Kingdom
The UK's Ofcom regulations for unlicensed use of the 5 GHz band is similar to Europe, except that DFS is not required for the frequency range 5.725–5.850 GHz and the SRD maximum mean e.i.r.p is 200 mW instead of 25 mW.[62]Additionally, 5.925–6.425 GHz is also available for unlicensed use, as long as it is used indoors with an SRD of 250 mW.

Yes, this is what most active community members experienced on earlier router series.
