Yes, it is with QOS off. I am on the phone with a supervisor at netgear, and verified all the settings, and speeds, it's really frustrating. It's to the point I may look at an ASUS router.
The router to modem speed test on the router, was just under 450 mbps, the computer to the modem was 1149 mbps.

If you are using the MG port with the CM modem and have QoS and all other features disabled and have a ethernet connected PC to one of the LAN ports, you should be seeing near 900Mpbs or just over with Ooklas installable speed test app on the PC. Be sure you select a different test server site on the app to compare results.
Be sure to use CAT6A STP between the RAXE router and CM Modem. CAT6 UTP between the router and PC.

The router to modem speed test on the router, was just under 450 mbps, the computer to the modem was 1149 mbps.
Router says Internet speed is 443 this last test, COMPUTER to modem says 1147 this time. Computer through router with MANUAL speed selected of 1000 mbps is 880 last test. 1000 is the MAXIMUM speed the router will allow me to enter.

Router speed test may not be most accurate. Maybe picking not a best speed test site.
Yes 1000Mbps will be max since LAN ports on the RAXE are max 1000Mpbs. Nothing higher past this will be seen even though your using the MG port with the CM3000.
You might see over 1000mpbs with a 4x4 MIMO wifi devices connected at 5 or 6Ghz. When I had my RAXE500 online, I had a 4x4 MIMO wifi device online and got near 1000Mpbs on my ISP service. Only see just over 900Mpbs on a ethernet connected PC connected to the LAN ports is all. QOS disabled.

Which is what he is seeing when he sets the internet download speed to 1000 (the max value). Though it is puzzling, since that setting really shouldn't matter if QOS is not enabled.

Which is correct, BUT, it is affecting things which is why all this concern. There seems to be a software/firmware fault in the raxe300 that I appear to have isolated. Others, not as familiar with troubleshooting probably have experienced the same issue and blamed the modem, the isp, the computer, etc etc. I have a number of hours in now testing differing combinations and settings, both direct connected from computer to modem, and then modem to router to computer. RETIRED Customers shouldn't have to work this hard, lol.

Throughput. I am unable to maximize my internet throughput due to the fact that it's internally limiting it. Even my wifi 6 devices top out at 880 mbps. My ethernet, and I have tried cat5e, cat6, cat7, and all perform exactly the same.

And that's due to the 1Gb WAN and LAN ports. Nothing you can do about that.

This discussion appears to be going in circles. Since the maximum speed that can be set MANUALLY is 1000, then simply do NOT check that box. Let the router operate automatically. If the modem and router 2.5G ports are connecting correctly, then the actual speed should be 1150 and the router Speed Test should reflect that number. No device connected to an Ethernet port can reach higher than about 950mbps because of the overhead inherent in Ethernet.

And THAT'S the problem, if I let it automatically regulate, my speed drops to between 440 and 470 mbps. BTW, I should have probably mentioned this earlier, I am actually a network engineer, with a CNE, and certs in Micom, Bay Networks, Cisco, Newbridge Mainstreet, Gandolf and Simplex. I really DO know what I am doing, but this router appears to have a firmware fault, and again, others have probably run into it, but without understanding how to narrow down where the issue was, probably blamed all kinds of other equipment or their service provider.

Of course, I tried to set the I want to define my Internet Bandswidth to something higher than 1000Mpbs. I tried 1200 and wouldn't take. I set 1000Mpbs and it kept this setting.

Sorry, I did not realize that this QoS page presents an either/or situation. Bandwidth MUST be calculated
- using Speed Test, or
- manually.
It is not possible to leave both choice blank.
Is there a menu option to run a Speed Test anywhere besides the QoS page? (perhaps in the Nighthawk app?)

When I was messing with my RAXE500 and CM3000, I found that if you got in that "rut' of it stuck at a lower speed, I had to factory reset. And if I then left those settings (parental controls, traffic monitoring, qos) all disabled, it'd be fine. If I enabled them, sometimes I'd run into issues. Not everytime. I'd try the reset if you're still having lower speeds. During the reinstall. Just leave those all disabled.

So now you see the dilemma I am in. It's a one or the other, there is no third option of neither. Also, the manual setting allows it to run faster than using it's own speedtest setting. I have tried to elucidate this to Netgear technical and supervisory personnel, but they don't seem to comprehend the data I am presenting.
There is no other page to do the speed test, or program the speed, and WHY it's on the QOS page when it has nothing to do WITH QOS, I have no idea. It in fact has the effect ot throwing everyone off, and they assume it has something to do with QOS, when it doesn't, it affects throughput through the router.
