Try using other DNS besides ISP DNS, try Cloudfare or Quad9. After inputting and saving the configuration and apply, I'd do a full reboot of the ISP modem and router then try again on the phone.
modem is an Arris surfboard SB6183
ISP and DNS is set to get from provider and the MAC address is set to default.
Try the suggestions to see if this helps any.
so I went to settings and set "private Wi-Fi address and" Limit IP address Tracking" to off. Then restarted the phone for good measure.
the only thing that changed is the phone is giving a privacy warning on the wifi connection but still unable to upgrade or download apps.
I switched from dynamic DNS to what Spectrum states is the primary and secondary setting. The IP address is still set to get from ISP as spectrum states that is dynamic.

I forgot to reply but I went to Quad9 and used their DNS settings and it worked again.
