Throttle Bandwidth

So I'd need 3rd party software to limit bandwidth for this. I have to express the internet just stops for everyone when the Xbox starts downloading. And there's gotta be something before pulling the cable out.
Well, I'm not sure if this is possible since I never use QoS, but if you can, set the QoS priority to lowest for the Xbox.
've already done that; it has the lowest priority on the network. But it overwrites it somehow.
