A little more success..
I had to add a data-ciphers line instead of the cipher line
I had to start the gui as an administrator, and now I can get the gui to say its connected
Once connected the speed is so slow as to be almost unusable..
I ping something like www.espn.com and it takes 20-30 sec per hop..
I still dont see the outgoing public IP being changed yet.

Your VPN throughput capacity will be the lesser of your ISP upload/download capacity.
The CPU on your R6900P is not the most robust for this application.
Do you have any of the following features enabled?
Smart Connect, Dynamic QOS, Traffic Meter, or Access Control. If yes, they put additional load on your CPU and should be disabled.
Is IPv6 enabled? If your ISP supports it, it should be enabled.
What are your ISP connections to the internet? Fiber, cable broadband, satellite, DSL, or ?
