You mentioned disabled WiFi on modem, is this connected to another router?
if so you and the modem as you put it is not in mipodem only/bridge mode it will create issues.
The XR1000nneeds to be the primary router so it handles all connections.

That's a router as a pure modem does not give off WiFi. You need to turn that into a modem only as you will have double Nat issues and anything connected to that will have not been controlled by the XR1000 functions.
