Bedtime not applied as expected

I’ve used the Orbi Parental controls for a couple of years now on my Apple TVs, and they’ve worked well. 

Recently I migrated my Apple TVs from an “Off Time” schedule to the “Bedtime” schedule.  However, the system does not behave in the same way.    I previously had off time on the following schedule.

Sun -> Friday 19:00 -> 7:30.

This worked as expected.  My Apple TVs would lose internet access on school nights at 19:00. After 2-5 minutes of buffered content, they would stop streaming. 

Since I've migrated to Bedtime, the devices continue to stream, as well as have access to the Internet. I’m not quite sure why and I’m unclear on how to troubleshoot it.
