What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?
To clear this up you may need to factory reset the RBR and setup from scratch. Turn OFF any RBS. I would also disconnect the RBR from the ISP modem temporarily while you walk thru the setup wizard with a wired PC and web browser pointed at 192.168.1.1. Don't enable any SPC features or Armor. Once your at the home screen connect the RBR to the ISP modem. Might reboot the modem as well. Check your PC and internet services here.

Firmware v4.6.9.11. Could connect to Orbi router via Ethernet and Internet showed “Good” and Wifi showed as working. Wired devices could surf through router. Affected random wireless devices could connect to WiFi and access local LAN resources (e.g., PiHole DHCP server) but could not access Internet.
I went through all normal rebooting and power-cycling trouble shooting steps. It wasn’t until exhaustive searching through settings that I found the list of blocked devices. Simply turning off “Access Control” cleared it up. Hopefully if someone else has the weird symptoms in the future, they will find this post.
