I struggled with the same issue, but from The Netherlands I don't see the RBR350/RBK352/RBK353 is on the list https://kb.netgear.com/000064166/Which-products-support-NETGEAR-Smart-Parental-Controls so I guess that's where my search can end.
Now just contemplating if I want to redo my infra to something that will allow me to schedule internet time....
