iPad uses kids time when not in use

Duplicate thread but last thread was not resolved for the other poster so Im reopening it. I have IPads for kids on the parental controls software but the software continues to use the kids time when the iPads are not in use leading me to have to add time to the kids  so they can use there ipad for school. Is there a way to not have the ipad use the timer when it’s obviously just sitting idle?
