Need a "Report" button

Just saw my first SPAM on the new platform and can't find a "report" button.

    Mine has an option on the top right corner. The gear icon. Click it and there's a report option on mine.

    Was not there when I needed it, but is in this forum now.  I'm not sure if it was a fluke or something's different about the threads.
