Yeah that was Friday, about a mile from my house! Blue Angels - in town for the Sail250 250th celebration of the country...they seemed to only be about 50 feet off the ground, and LOUD.
And here are 3 photos I dragged in!
There appear to be (at least) two differences:
Start a Discussion has this at the top of my (Firefox) screen (and nothing at the bottom):
Whereas Reply has nothing at the top and has this at the bottom:
I can think of no reason for them to be different. (and also no reason for Safari to present different features than other browsers)

It'd be much better if you had all the options when you reply.
Also, there are a lot of format options missing in PMs - code samples being one I often used when analyzing ReadyNAS logs.
