    The LAN LED will not come on if there is nothing on the LAN port.

     

    If the Powerline LED on the "guest" plug is off, then there is no Ethernet link back to the "host" plug on the router. The colour of the Powerline LED is a speed indicator.

     

    The easiest way to set up Powerline plugs is usually to do it with the host and guest plugs close to each other. Check that everything works, including the wifi from the guest plug, then move it to where you want to use it.

     

    I assume that everything else is working on your network.
