Does the Powerline network actually operate?
The LEDs are a crude indicator of speed. You may find that in operation they behave as expected.
Unfortunately, a lot depends on the mains circuit. Age may not have much to do with it. Indeed, your newer wiring may have some fancy modern technology that gets in the way. Pity they didn't wire the place for Ethernet at the same time.

Yeah, it does operate, and I only get 5mbps down. They did wire it does coax everywhere, so I'm just going to try MoCA. Super disappointing with this low adapter. All of this troubleshooting is too much of a crapshoot.
