What does that mean? Especially the "will not attempt to connect" bit.
Does the PC throw up any error messages?
You are plugging your PC's Ethernet output into a Powerline plug that you know works?
Does that Ethernet output work on anything else?
If not, then the Powerline plug will not mend the PC's Ethernet. It is simply a bit of wire. It needs nor drivers or anything else to work.
If the laptop happily works on that plug, your issue is with the new PC's Ethernet settings not the plugs.
Any new PC needs the right drivers to work. Unfortunately, Windows update will not always find "chipset" drivers of the sort that support Ethernet. The motherboard maker is a good place to start. If you cannot get what you need there you may need to work out who made the Ethernet chips and see if it has new drivers. Intel and Realtek are common suppliers of LAN chips.
