The Ethernet LED will not come on if you do not have anything plugged into the Ethernet port.
Look at the bit in the manual LED Descriptions.

Thanks, those manuals don't answer my question though. As I wrote, I do have something plugged into the ethernet on the Device B (output), it's the Nighthawk router.
On a whim I tried swapping the two devices so that Device B (with the two lights) connected to the modem-router and Device A was outputting to the new, second router. Device B is still only showing the two lights, (and Device A has three!) so I'm left to assume the equipment is faulty. Alas.

Your description was not at all clear to me. As I read it, you seem to have both plugs connected to routers.

I have the exact same issue trying to get my powerline up and running so I could connect my Nighthawk AC3200. So I moved the second unit to the same room same circuit as the first. The one plugged into the xfinity modem has 3 greens - the second one has 2 greens and is missing the ethernet light so my assumption is that it is not receiving data. This is confirmed by any device I ethernet into it. When I contacted NetGear support, their solution was to continually factory reset the devices - which I already had done but did anyway. When that didn't work, their solution was to email me the user manual - which I had already downloaded. What do I do? There are only a few steps and none of them are working.

What happens when you swap the plugs around?
There is no difference between the "host" and "guest" plugs. They are interchangeable.
Take the one that isn't connected to the modem and connect it to the modem.
What do the lights look like now?
I assume that you have plugged something into the LAN port of the "remote" plug. The LAN LED will not come on unless something is connected and active.
