Two thoughts, check that the devices at the ends of the Powerline LAN link are not turning off or going to sleep.
Windows, for example, likes to save energy by turning off USB devices.
If doesn't explain the slow down, but it does suggest that the problem may not be the ethernet link.
On a similar themes, Powerline plugs also have a "sleep mode".
Sadly, Netgear does not provide software that users can deploy to disable that "feature", or to do anything on plugs.
Other makers of Powerline devices do have their utilities and these can control Netgear plugs. (They all use the same standards and, it seems, the same chips.) ZyXel seems to be the most competent.

Clearly I came to the right place. Your resource links sent me down a rabbit hole that quickly led me to the Zyxel solution linked below.
I used software version 7.0.6.17.0926
I can't believe it worked and it was that easy! Part of me is stupefied that this sleep mode exists. What on earth is the point?

Indeed. The energy consumption for something like a Powerline plug is hardly likely to melt the polar ice caps.
