I just re-read your post. I'm dumb. Most tv's and roku's aren't gigabit. They're 100mbps. For the most part, streaming only takes 25-40mbps to stream 4k so most tv's and streaming devices don't build in gigabit as its more expensive (barely). Try with something that isn't one of those 2 devices. You don't hit gigabit over powerline but you probably will get faster than 90mbps if you have a capable device.

Thats a challenge to test because it could be the ethernet runs, it could be the powerline connection, it could be interference.
One test? Plug them in on the same room with the same circuit and test their speeds.
