PLW1000 firmware stuck on 1.0.0.6

I assume that you are going through the usual process and loaidjg the unpacked firmware file through the browser graphical user interface (GUI). I ask because we see regular interventions here from folks who try to "open" the firmware file and wonder why it doesn't work.

My only other thought is that these were originally supplied by virgin media but there is no other branding in the settings to suggest it is a custom firmware

Devices supplied through ISPs often come with customised firmware that locks you out of Netgear's updates. But those devices usually offer slues in the model number.
In this case, maybe Virgin wanted devices that played nicely with its "hubs".
The good news may be that firmware on these things is rarely substantial. They don't have the same security and features sets as routers.
And the firmware is only for the wifi bit. The LAN side rarely, if ever, gets new firmware. There's next to nothing on there to tweak. I have PL1000s that don't even have a firmware option.
Presume there is no telnet or tftp access to these to force a change to the standard firmware? (didnt look like port 23 or 69 was open which makes me think not)
