Powerline 1200 is slow

I have ready many answers to simular questions but none of the answers apply.  I have at&t fiber in my home (house under 3 years old) It is their 1000 plan, which is the fastest offered here.  I get great speeds in the office on 2nd floor.  I purchased the 1200 to have internet in a 1st floor room.  These devices are under 100 ft apart.  I am looking to use these for the PS4 in that 1st floor room.  The speeds that are coming through are slower than the speed I get off the WIFI, which makes streaming almost impossible to play due to lag.

 They are plugged directly into wall, not extention cords, etc.  I tried them in the same room together and was getting a slightly better signal, but nothing great.  I am using a AT&T U-verser router.  Any advice on something I could check to see if I can get an improvement?  Are there goto devices that I should look for that typicially cause the amount of interference to cause this?
