Powerline devices are sensitive to interference.
this can be:
high draw appliances
gfci outlets
arc fault breakers
electronics going bad
even cheap/poorly made cell phone chargers can do it
its tough to test with powerline because so many things are plugged in at a home.
easiest way to start? isolate 1 circuit. unplug the devices from that circuit and hook up the powerline devices. If they connect/work. then its something in the home adding interfernce to the powerline setup. Then it gets more challenging. I've had random things cause the interference/issue.
Even if it doesn't work, doesn't mean something isn't injecting so much interference that it feeds back to that circuit. So you test them somewhere else (if possible). Again, its trying to figure out if its an issue of bad power line device or bad setup/issue at home. And they all function on the same standard so if one manufacturer has an issue due to your home setup, they all will (for the most part).
