Well it's some router/modem combo device. CenturyLink C3000Z
Plugging the powerline into a new outlet, using new cables on a PC I have never connected to the powerline I still get the same error. How could this be a windows issue?

Certainly looks like a modem/router, which rules out one of the all too common causes of such problems.

Because you have plugged yet another Windows device into your unknown network.
Powerline is just a substitute for running a long wire between the router and the other device. It does nothing to the connection in the way of network management.
Have you confirmed that the PC is OK by simply connecting it to the router without involving Powerline anywhere in the chain?
The fact that you get those "Unidentified Network" messages screams Windows problem.

Hmm I guess I posted this in the wrong place. I was hoping to get advice from an expert, not just directed to a google search and troubleshooting articles I've tried 2 dozen times. What does "guru" mean in this context then?

I posted those links because you seem to have a problem understanding simple concepts and error messages. I wanted to show you that you are almost certainly barking up the wrong tree by pointing the finger at the Powerline plugs.
If you aren't prepared to carry out the simplest of tests – plugging a PC directly into the router to see if the error goes away – then there isn't much help that anyone can give.
My experience is as a long time user of Powerline Ethernet who has experienced problems with Windows networking over many versions of Windows. I have also seen numerous messages here from people who have not checked for new drivers for their network hardware. But after doing so much research yourself you clearly know more about these things than I do. Good luck.
