It is hard to unravel that saga. But unless configured otherwise, Powerline plugs can go into "sleep mode". At one time that was the default setting
I'm afraid I do not, and will not, try to work out, or explain, how to fix this, or anything else, in Windows 7.
With Microsoft no longer protecting these systems it is anyone's guess as to what may have infected you.
If you are really fed up with what happens at your end, you will move into the 21st century.
Sorry to be so brutal. Maybe someone else can tell you how to hack your old system.
