If I would have had DL speed just as the UL speed, I would be happy and content and that's why I asked why the two were so different.
What you wrote would affect both UL and DL speeds right?

Potentially could. thats why its hard with powerline.
One thing you can try doing just to see if its a device issue is to put both powerline devices in the same room (tend to be on the same circuit) and test them to see if they get similar speeds up/down. that tends to eliminate a few of the things that inject interference so you can see if the devices are good.
