Like michaelkenward says, try plugging them in in the same room on the same circuit.
Many things can inject intererence into the powerline circuit.
These include:
Electronics going bad
Cheap/poorly made electronics
Sketchy cell phone chargers
HIgh draw appliances
Surge protectors
ARC fault/GFCI circuits
Old/Poorly wired houses
And other things.
Basically, anything connected to the power circuit can inject interference. Its tough to troubleshoot too because it can be something on a totally different circuit in a different part of the home causing issues. I had a microwave once that would kill a powerline system whenever it turned on. So it can be a challenge to troubleshoot. But if you put them on the same circuit and they work, it tends to mean the devices are fine, its just getting interference from somewhere. If they don't work, it doesn't mean they're bad. It could still be the interfernce being strong enough to cause the issue. Then you have to try someone elses place.
