As the manual says, plug cable from PLP2000 into router. That's the usual strategy, but not knowing what the modem and router are, who knows?

Did you actually look at "the manual"? (Which "the manual"?)

That might be good for one Powerline adapter. What good is that if
it's the _only_ Powerline adapter? If you have a second one, then what
would you advise doing with it? (Hint: Actually read the adapter User

If the modem is a modem, and the router is a router (without any
built-in Powerline capability), then it hardly matters. And, if the
router did have built-in Powerline capability, then that "the usual
strategy" would be an error.
