What TP link device is it?
Reason I ask is that powerline devices are sensitive to interference in the power system. As they increased speeds on them, that sensitivity gets worse.
Gaming doesn't take a whole lot of bandwidth/speed but is more sensitive to lag/latency issues. If something is injecting interference in the system, you might see more issues on newer hardware that requires a "cleaner" signal. Powerline is usually much better for lag/latency than what wifi is so it makes me curious if your other powerline device was an older one that doesn't necessarily need the higher bandwidth but tolerates interference a bit better.
You could try the powerline on the same power circuit and see if it helps. That's were you'll see the best connection on powerline devices. If it does help on the same circuit but not when its across circuits, then I'd be betting on something injecting interference.

It is called a tp link av500 and also has included wifi. It wasn't in my room so i never plugged an ethernet cable inside of it but my uncle had no problems using it with ethernet and i played on the wifi of it and had no problems in games such as csgo until I replaced it with the one listed above and was the only one using it with ethernet.

Also when pinging my ip address i got no issues or packet loss but was still stuttering. Whenever i pingged 8.8.8.8 i was going from 9-12 ms to 93-260 ms. after 2 hours of playing i started feeling like i was playing on eu servers while my friends are fine. When i left the call and restarted the game i was still getting these stutters showing in the clips but it didn't feel like i was playing on eu servers with high ping. Discord cant be the sole problem though because the valorant gifs are when I'm not in a call but maybe it has something to do with why it felt terrible after the 2 hours?
