Many things impact powerline. And even though they'r close together, they might be on seperate circuits. Meaning the signal still has to run from one powerline device, back to the circuit box,  and then to the other powerline. It could be quite a distance depending on your circuit box location. So it seems close but really isn't.

other simple things in modern homes that can impact it?

    surger protectors

    gfci oulets

    arc fault circuits

even cell phone chargers can add interfernce to powerline setups.

And some devices/setups can add interference.

    These include:

    old/bad wiring

    high draw appliances

    cheap electronics

    electronics going bad

    etc.

Something you can try? put both powerlines in the same room (same circuit) and see if they work. This is going to be shortest path and least interference. If they do, it could be either the home or something connected in the home adding interference.
