Question about Powerline Utility

When I roll my cursor over a device shown in the Powerline Utlity,
I see RX and TX lines (green, yellow, red) and a Mbps speed.

From my main 5001 (attached to router) to my remote 5001 (attached to PC)
I see Rx/Tx green, about 145 Mbps.

However, from the main 5001 to my 5004 (attached to a DVD and AppleTV)
I see Rx Yellow (55 Mbps) and Tx Red 23 Mbps.

Is this showing what the devices are capable of (max) from one to another?
Or is this showing current speeds (based on device/usage)?
For example, would the Rx/Tx change at the 5004 if I attached a PC?

  • Follow-up:
    My 5004 4-port has been green (100+mbps) since I installed it a week ago.
    Now it's red (~50mbps).

    Nothing has changed in my house - no new devices, no electrical work, no re-configurations, no power strips.

    What would cause the 5004 to slow down to less than half it's previous speed?
