What other magic do you expect to set the PLC password, and operate the pure PLC L2 communication? Every PLC module does hold firmware in a flash...
How else do you think the PLC encryption password does come to the naked chip?
Keep in mind even unmanaged switches are holding firmware and config, but it's not user upgradeable.

It's magic, it's not possible updating these devices with consumer accessible means. The firmware is fixed, so is the config ... very different from PLC devices.
Yes, Netgear seemed to depend on the PLC push button sync for user commodity, and to some extent on some no longer available Apps. This does not mean it does not exist.
