Wireless network of XAVN2001 doesn't show up

Yes, I should see the SSID broadcasting, but I do not. The blue LED on the front of the unit above the wifi symbol is on, which I presume means wifi is broadcasting. But as I mentioned in the first post, the extender's network doesn't show up as an available wifi network on any device I own.
As I also mentioned, I can't check the wireless settings in the XAVN2001 because the Powerline Utility doesn't recognize it. The manual suggests the following:
