While it helps to have a list of things you've tried, I can't see what the problem is beyond your subject, which is a bit thin on details for diagnosing what might be happening.
The CPU, disk usage, and memory usage spike. The computer is very slow in all programs, including programs that don't use the internet, like file explorer. It lags when typing and scrolling in both programs that use the internet and ones that don't use the internet and sometimes when moving the cursor as well. Programs that use the internet, like browsers, are so slow that the net effect is that they're slower than without the adapter.
