fast and slow with a7000 nighthawk

Ok so i bought the a7000 around a year ago roughly and it worked great for a long time but recently its been running extremly slowly with my downloads in steam only getting 3 mbps on good days while on my browser it gets as low as 500kbps.

When i look in task manager my wifi speeds show up from 20mbps to  30mbps and while i have task manager active ill go and look in steam and the download will never be above 3 mbps even if my task manager says 30 mbps 

I dont think its my computer its self i have a core i7 6700k with a gtx 1080 and 32gb of ram the only bad thing in my computer is my hard drive wich has a max write and read speed of 10mbps does that affect my download speeds or is it something about my adaptor
