Are you using the Netgear utility to make the connection or leaving it to Windows?
I have tried literally EVERYTHING......
Never a wise claim.
The trouble with these adapters is that they rely in Windows to play nicely. If it misbehaves, the adapter will fall over.
One thing to look for is the setting for energy for the USB device saving in Windows.

Also ensure that you have all the right drivers for your PC and its USB chips.

I mention it because Netgear stopped supplying printed manuals and CD versions some years ago and people sometimes miss the downloads.
