Turns out WLAN AutoConfig was disabled! After enabling it, everything is working perfectly.

You might need to seek ideas in the wider world of Microsoft. Perhaps you need to clean out the past debris from Windows drivers.
You may also need to ensure that the motherboard level of USB drivers is up to date. That's usually more a problem at the LAN level but you never know.

Was it something that the network wizard would pick up?

Honestly I just kept searching for solutions that mentioned my Windows Network Diagnostics error until I found one forum thread that linked to one video that recommended checking the service. This video is here, and Method 2 mentions the WLAN AutoConfig service. From the comments, it seems that this is a very common error to get stuck on.
The only real hint in the stack trace was that the computer found zero IP names, which meant something wasn't connected, though at first I wasn't sure if it was the computer or the adapter causing the issue. This machine also has no built-in WiFi and only had Ethernet connections before, so it made sense that some driver might be broken or a service that involved connecting to wireless networks might be deactivated.Sometimes there's a tool that helps you out, and sometimes you have to comb through 50 forum threads like an undergrad comp sci major on StackOverflow 10 minutes before their assignment is due. ¯\_(ツ)_/¯
