USB Adapter not detected by my PC

I got one from my friend today.

Windows 8.1 not detected USB Adapter.

Tried to go to update driver in Control Panel.- Not working.

And to download driver in Netgear website. - Not working.

Both not working.

Device Manager for A 7000 shows in "Other devices" not in Network adapters.

Property of device shows (Error Code28).

Also got message   "Windows was unable to install your A700" when I try to install.

Trouble shooter says "A7000 doesn't have a driver".

I tried 3 different PCs but all same.

If I try another USB adapter (speed N), it works.

In this case, my adapter has been broken? Or it can be fixed?
