so you factory reset it by pushing and holding reset while powered on for 15 seconds?
What are the lights doing during and after that?

The lighs are off when I power it down (naturally) and then all come on when I power back up. When I press the 'reset' button for 15 seconds, nothing happens, no lights go out, no lights flicker or dim or even change colour?

red power light tends to indicate a corrupt firmware.
You can try recovering it with tftp or nmrpflash.

just make sure you enable tftp
