All lights on
Have had AC1900 for 13 months and has worked well. We had a wind storm 2 nights ago that caused power interruption. When power came back on all lights on mesh extender were lit. Tried factory reset but nothing. Is the extender fried?

When you reset, did you push and hold reset while powered on until the lights changed?
Are you able to hardwire into the extender and access it?

I did push and hold for probably 10-15 seconds and the lights did nothing. I can turn the extender on and off but other lights do not ever change. I have not tried direct connect. I will try that. Thank you.

You can try recoving it with tftp or nmrpflash.
are you on windows? if so, follow this guide
https://kb.netgear.com/000059634/How-to-upload-firmware-to-a-NETGEAR-router-using-Windows-TFTP
just make sure you enable tftp
https://www.thewindowsclub.com/enable-tftp-windows-10
and here's a video walk through using a tftp client. Use the built in one for windows 10 though. the video is more of an example of how its done.

and if that doesn't work, you can try using nmrpflash
