Cannot access NETGEAR WG602 Control Panel

This doesn't work... when I set the Dynex router to DHCP mode off, then it stops its connection and no signal goes through the ethernet line. I power cycled both routers and did everything they stated (except for the wireless parts of course).
I am connected directly to the Dynex router through ethernet. Once I get this connection going through ethernet, then I was going to plug in the access point and configure that.
Any tips?
