Changing wifi extender IP

I could have misunderstood you, but your thinking is off. A Wi-Fi extender is internal to your network and cannot be directly DoS attacked from the Internet, so you don't need to worry about changing its IP address.
If you are getting attacked, it would be your router that would be taking the brunt of the attack. What you probably read about is changing the public IP address on the router's Internet port. This can sometimes but not always stop a DoS attack. If someone has a personal vendetta they are probably finding you through some other means. For example, maybe you pissed off someone in an online game. They will probably figure out your new IP address while you are playing the game.
Whether or not you can change your public IP address depends on your Internet service and setup. If you have a combination modem/router, then there's nothing you can do to change the IP address; you can try begging with your ISP to change it on their end but good luck.
If your router is separate from your modem, then a common technique is to change the router's MAC address. This will often result in getting a new IP address.
