Point #1 - think about this - if you have two computers on the network with the same ip address - the problem has to be one of those two computers - it cannot be in the router.
In most cases the ip address conflict error is caused by someone setting a static address within what is known as the router's lease pool - the set of addresses that the router can offer by DHCP - static addresses should never be in the lease pool.
What you need to do is find the two computers (or two devices) with the same ip address and check them, most likely one of them has been configured with a fixed or static address - Windows will usually spit on the same message on both, but if one of them is not a Windows system, or is not a computer (it might be a printer or a NAS - I have no idea what's on your network), then it can't display the message.
