Hi there, I did. The message I received when I selected to be connected as Access Point was:
"Access Denied
Description: You are not allowed to access the document you requested."
From there it doesn't let me make any other further changes.

what is giving you that error?

It happens when I use my mobile device (I also tried to complete the setup on my PC and it was unsuccessful). After I select the AP option, attached is the message I received.
When I follow the instructions you posted, ie. having the ethernet cable plugged in while in set-up, it does not want to open the set-up window. It connects to NETGEAR_EXT, but it does not open the window for set-up. The message I received happened when I plugged the ethernet cable during set-up (at the AP selection point).

How did you get there?
That's nothing like the mobile app in my experience. But I do Android. Too mean to buy iStuff.
Perhaps it is a browser on the mobile.

I got to that window by following these steps:
1. Plugged the Extender into an outlet and waited for NETGEAR_EXT to appear in my available networks.
2. Connected to NETGEAR_EXT which automatically opened a Netgear extender setup on my mobile device.
3. Selected "New Extender Setup" and created an account.
4. From the two options "Wifi Range Extender" and "Access Point", I selected "Access Point."
5. The screenshot I have included previously is what I have gotten as a result after selecting "access point."
It seems to be an access point issue on my home network, as I am able to set it up as a wifi range extender, but not an access point by having the ethernet cable plugged in. Still not sure how to bypass that point and set it up as an access point. The issue appears whenever I plug the ethernet cable in, on both PC and mobile device.

Interesting, this (undocumented) captive account feature is not listed on any product documentation. However, there are some similar reports coming up every now and then. Looks like something was never fully implemented, and the captive portal capturing does prohibit using the documented self-starting New Extender Set-up in Extender Mode resp. the New Extender as Access Point config starting with the [utterly useless] "Create Account" process as shown in the NETGEAR AC1200 Dual Band WiF Range Extender Model EX6120 User Manual in the "Get Started" section does not work.
Alternate approach would be to use another computer, find the DHCP assigned LAN IP address from the router connected devices list, and open a Web browser accordingly.
While talking, I'll request a moderator to re-locate this thread to the appropriate WiFi Range Extenders & Nighthawk Mesh section.
