Did you read the manual and its instructions on how to set this up in AP mode?

Feed in your model number and check the documentation for your hardware.
Check the section in the manual To use the extender in access point mode
The idea is that you set it up with a wired connection to your router.
See step 3:
Use an Ethernet cable to connect the Ethernet port on the extender to a router Ethernet LAN port or a remote Ethernet LAN jack with LAN access.

I followed those steps. The issue appears on step 5 where I am instructed to launch the mywifiext on my browser and the New Extender Setup page should have displayed.
Whenever the ethernet cable is plugged in, the New Extender Setup page does not display.
The only way it displays the new extender setup page, is when the ethernet cable is not plugged in.

Maybe leave it unplugged until you get AP mode setup and then plug it in?
Once you do that, you'll have to go to the routers attached devices page to find the IP address for the extender to access it.
