Sorry, not sure why it is posted twice. The question I posed and the whole purpose of my original post was, if what I experienced is acceptable? and more importantly, who can I contact that would be interested in this behavior?

Again, this is the public forum.
You're best bet would be to follow the "mynetgear" router I alluded to above. this ensures you actually contact netgear. And not a scam/con site.
That's how you actually contact netgear.
Or if you contacted gearhead which runs netgears "purchased support", use their contact info. If you actually called gearhead which has a number, you'd want to report it to them.
Again, doubting as the prices don't line up. and I have a feeling those chats are auto-recorded so I doubt an actual rep would risk his job for one last jab.
