ex2700 will not pick up IP or connect via mywifiext

This device cannot be accessed using cable or wifi, via mywifiext.  It is on my router but not in the DGHP table, so has no IP address. No device light is displayed. It has been factory reset a few times with no impact.  Purchased in July2016 it is in warranty until July 2018. I think the hardware is goosed.  Anyone got any ideas for me?

                            When you reset and attempt to reconfigure it, does it give you the page for setup? If your device cannot connect to it wireless, try to connect wired and check if that helps.

      Thanks for your reply. I do not get to a configuration page whether I use wifi or fixed ethernet cable. I get a default page which tells you what to do depending on OS. So for me its windows.  I am using a laptop, which worked fine doing the same thing on another extender elsewhere in the house.

                                Did you tried assigning static IP and checked if you can access it? Let me know if you need assistance in setting up static IP.
